Down to three

The site debate on a proposed events centre is down to three locations.
City council is looking for a detailed site inspection on Innova Park, land near the Thunder Bay International Airport and the downtown northcore. But some councillors were asking why three sites were necessary when preliminary reports point to the north core site, where the current Water Street bus terminal is located, as the cheapest and best option.
Coun. Brian McKinnon said the city has been talking about the proposed centre for over a year.
“We can go to twelve (locations) if you want to do that,” McKinnon said. “We can get into paralysis by analysis. Nothing will get done.”
Coun. Aldo Ruberto agreed. He said administration should be focusing on the downtown location. While some members of the public have cited parking issues, Ruberto said he has other considerations such as the beauty of the waterfront area and its close proximity to shops and restaurants. Sites like Innova Park would take 18 acres of land off the market to make way for a parking lot Ruberto said.
“Are we trying to get more people to drive there. Is that good for our community,” said Ruberto. “Don’t waste our money on other areas Let’s get it done.”
But other councillors were reluctant to reduce the amount of locations included in the detailed study.
Mayor Keith Hobbs said while he wants an events centre as much as anyone, there’s no need to rush into a location just yet. With a need for an anchor tenant to support the proposed 6,500 seat arena, Hobbs said discussion needs to take place with partners like that to make an informed decision on the location. The city needs to learn from its mistakes with rushing development.
“We’re rushing all of a sudden. There’s no urgency in this,” said Hobbs. “If we haven’t learned form the waterfront (development) experience then you know what, why are we even here?”
City manager Tim Commisso said that’s exactly why a shortlist of sites is needed. With economic spin-off a major priority for the project, Commisso said although the downtown north core might look like the best location a detailed study might prove otherwise.
Development manager Mark Smith said the city was told by members of the public that they preferred other sites even though the north core is by far the most preferred. There is a debate shaping up between an urban project or a greenfield one like the airport location and both options should be explored.
Members of business improvement areas for both sides of the city made cases for both downtown cores as well.
Waterfront District BIA’s Stephanie Ash said the downtown north core location would fit with the city’s plan for an entertainment district, enhance existing infrastructure and support urban infill. And with over 2,500 public and private parking spaces available downtown, Ash said the north is better for the city.
“After business hours the parkades are empty,” Ash said. “”I think we’re willing to walk five minutes to an event centre.”
Banding together, the Victoria Avenue and Simpson Street BIAs said the city would be contributing to the negative image of the south ward if it didn’t consider a location there. Victoria Avenue BIA’s J.P. Fraser said it’s not about a Port Arthur versus Fort William debate but what’s best for the city. The Fort William Gardens has been Thunder Bay’s mutliplex for over 60 years and the south should continue to be looked at that way.
“What the citizens are asking is it for to continue its current status,” Fraser said.
Coun. Iain Angus said there is no public land available in the south ward that’s available to the city. And while the south BIAs are disappointed to be looked over for a new events centre, members of the north bias were upset when the District of Thunder Bay Social Services Administration Board decided to move across town to Arthur Street and Brodie Street.
“Part of our job is a balancing act,” said Angus.
The city also decided Monday to move ahead with a request for funding for the project through the federal government’s Public Private Partnership fund. That could fund up to $20 million of the estimated $80 million cost for the centre.
A request for proposal to move ahead with a phase two feasibility study was also approved.

Crash kills three

A two-vehicle crash on Highway 17 this weekend killed three people, police confirmed Monday. Officials with the Thunder Bay detachment of the OPP report that the head-on crash between a passenger vehicle and a transport truck took place on Sunday just after 6:10 p.m. on Highway 17, just east of Upsala. Thunder Bay detachment OPP Staff Sgt. Dan Peters said a 20 year-old man, 18-year-old woman, and their 11-month-old baby died Sunday night following the crash.  “The three occupants are from the region here,” he told CKPR Radio Monday morning, adding that their identities could not be made public until next of kin has been notified. “The three occupants of the passenger vehicle were killed on impact.” Police say the driver of the transport truck did not sustain any injuries as a result of the crash. Members of the Upsala and Thunder Bay detachments of the OPP, Upsala fire department and ambulance all responded to the crash. The passenger vehicle was heading east while the transport truck was heading west at the time of the head-on crash. The highway was reduced to a single-lane and traffic was rerouted around the scene of the crash Sunday evening. Three charged in drug, firearms raid

A search warrant executed on the 600 block of Hargrave Street has resulted in charges being laid against a trio of Thunder Bay residents. Officers with the OPP’s organized crime enforcement bureau seized $1,000 worth of oxycodone pills, $6,500 in Canadian currency, four firearms and a pill cutter. A man and a woman were arrested on scene. A second male was picked up a short time later at another location. All three will face charges of possession of oxycodone for the purposes of trafficking, careless storage of a firearm and unauthorized possession of a firearm. Charged were Felix Sinoway, 54, Cory Miller, 32, and Samantha Nodin, 25.

Three more enter election race

Three file for election, speculation grows

The municipal election slate is getting crowded. Three more candidates have officially put their names in, and a longtime radio broadcaster has sent media an email indicating he plans to enter the at-large race, making it a 12-person challenge. Gerald Graham, who hosted CBC Radio’s afternoon program Voyage North , is expected to file his papers later this week. The filing deadline is Friday at 2 p.m. He’ll be joining Darren Roberts, who submitted his nomination papers on Tuesday.
Thunder Bay Community Foundation executive director Paul Wolfe, meanwhile, has thrown his hat into the Red River Ward fray, taking on incumbent Brian Mckinnon and newcomer Jay Stapleton.
In Westfort, Joe Virdiramo finally has some competition. John Radl filed his papers on Tuesday, making it a two-horse race. Also on Tuesday, Coun. Frank Pullia said he plans to file later this week, but isn’t sure what he might be filing for, leading to speculation he may run for mayor, taking a second crack at Lynn Peterson, who handily beat him in 2003. Also in the running are Keith Hobbs, Jeff Irwin and Brian Kwasny.

Three more file, Johnson, Hebert confirm they’ll also run

With about a week-and-a-half to go until the filing deadline, the candidate list for the Oct. 25 municipal election is on the rise. David Polhill has made it a two-candidate race in Northwood Ward, filing to run against two-time incumbent Mark Bentz, while Norm Staal and former Current River Coun. Dick Waddington have upped the at-large race to nine. Dougall Media has also learned that a pair of at-large incumbents intend to file their nomination papers before the deadline. Coun. Rebecca Johnson on Monday said she plans to re-offer and will file her papers next week, while Coun. Three employment programs pool resources in merge

Finding a job just got a little easier in Thunder Bay.
Realizing three offices in three separate areas of the city was less than efficient, a trio of government employment programs have joined forces and will offer their respective services under one roof in three different locations around the city.
Lakehead Employment Services, Northwest Employment Works and Yes Employment Services will now collectively operate the Employment Ontario Employment Services Program.
Jason Ozbolt, manager of employment programs at Confederation College, where one of three offices will be housed, said the decision will make job-hunting much less complicated and time consuming in Thunder Bay.
“It’s an opportunity to move forward with this new employment service, this one-stop type shop for all employment services here in Thunder Bay,” Ozbolt said.
Before the merger, which officially began on Aug. 1, prospective workers, depending on the different program they were taking part in, or whether or not they were on employment insurance, might have to visit multiple locations before their needs were satisfied.
As of the beginning of the month, they can now access a variety of programs under one roof, including Second Career, Ontario Self-Employment Benefit, Job Search and Job Matching, Placement and Incentives.
“It gives us an opportunity to expand our services in terms of who we’re dealing with. We get to service everyone, whether you’re on EI, not on EI, youth adult, looking for retraining, employment. Anyone who’s looking at new opportunities, looking at finding work or to retrain, we want to serve them and we want to help them.”
Ozbolt added they’ve added staff at his Northwest Employment Works office, the former Job Connect, which will still operate as a separate entity as part of the new collective.
MPP Bill Mauro (Lib., Thunder Bay-Atikokan) said Thursday’s announcement was the culmination of three years of work, after the federal government downloaded – and continued to fund – a variety of employment programs on top of ones the province was already offering.
“Now everybody who needs these services and training opportunities can find them in once place. It’s made it easier for people and streamlined it, and made it more efficient from the government perspective,” Mauro said.
The offices are open daily from 8:30 a.m. to 4:30 p.m.

Three residents charged with assault with a weapon

Police charged three people in separate incidents involving weapons that left one in the hospital and another with a broken arm. Thunder Bay Police Service officers say at approximately 4:30 a.m. Sunday, two men were arguing in a north ward residence which moved on to the street. Police says the 29-year-old man assaulted the other with a knife. Paramedics took the victim to the Thunder Bay Regional Health Sciences Centre with minor injuries. Police placed the 29-year-old man under arrest. At approximately 11 a.m. police say a 50 year-old-man threatened another man with a knife in the south ward area. Police charged the 50-year-old-man with assault with a weapon, uttering threats and mischief. An hour later, police responded to a call involving a male and female.
